Best computer to support the most population would be the current high end - that is Intel 14900K and nVidia RTX 4090 with at least 64 GB RAM DDR5.

Well if you have the money, why would you skimp on it? If you can't afford these components, you should specify your budget.

This game requires strong cpu. You can get some medium graphic card, it should do the work. 32gb is enough. I have i5 9600k and 70k+ people. Game is less comfortable to play but still it's good.

I like to build villages, with a lot of small houses, individual cars, many small farms, etc. After a while this will kill your CPU. There are just too many buildings and vehicles. The game is meant to build few but big units: one big steel work, not serveral small ones. One block building with 600 inhabitants, not 100 houses with 6 inhabitants each, etc. It is just the way it is programmed that consumes way too much CPU power.
