Im not sure that is true for tunnels as well, but it might be.
But you can't really reliable do it. Placing of railroad bridges is a pita as they always snap down to somewhere you don't want them and then you are at level 0.
If you care about realistic constraints, note that many bridges and tunnels are not split up into multiple blocks in real life for fire safety reasons.

It would take at least two years to fix everything and in that time you could say they would be asked for optimisations, new features and so on nevetheless. And the amount of work necessary would equal to basically a new game.
So that is exactly what are they going to do. As shown in Instagram and else, some of them are ALREADY working on Workers and resources 2 - which will have all of these things addressed and will have a free space of upgrading/changing any other stuff that works but could be better (factory connections, crossroads, terrain works etc). After all this game works well enough and a sequel is a better option after all :)
