Also check that they can exit the bus station and reach the work place.
Click the bus station and click the icon with a person walking and see the blue lines on the ground if they can reach a work place.
Also click your bus and in the bus route select that you would like workers to be picked up at the start bus station and unloaded at the destination bus station.
Are the people waiting at the station actually workers? Usually you will want to disable non-workers from waiting at a station if you have no destination for them. Make sure the busses can actually get from one station to the other, and that the other station has somewhere for the passengers to go.
The bus stations in the residential areas should allow everyone to wait at them, the citizens use all the transit stations as way stations for walking range so if a store is in walking range of a station all the residences in range of the station are also in range of the store, the same for schools, kindergartens and work places. If your station is overflowing with non workers you have problems with your stores and schools.
