I believe they are referring to the road gates, which previously did not allow trams to pass.

There is a train gate that trams can go through, but there isn't a tram specific gate to my knowledge.

The train gate cannot connect to a tram line.

No, there is not. But trams use roads to travel on, either dedicated just to them or shared with other road vehicles. Use a road gate to connect to the tram tracks. Then upgrade the road at the gate to a tram type. The graphics don't change to display tracks nor overhead lines, but it works:

Sure, using the train connector feature, that allows Realistic Mode trams to be brought from the border, though back of a truck works ;)

But I assume he just has a tram line which he wants to go through a fence, and the rail gate won't connect to the tram line. I think he is saying that the road gate did not work, but we both confirmed the same thing - it is fixed now ready for 1.0. :)
