All the numbers going bigger with new cars go into special tech like lightning, that a game needs to use to benefit...
That said 30 fps is way too low. Id check if the correct gpu is used, make sure it is not running at low power setting, check if there is no overlay software, video capture, peripherals app/hub, antivirus or other kind of crap that wants to hook/inject itself into the game - usually when those fail the framerate tanks like that.
Could also be an issue with the drivers (both on GPU and OS side) so trying some compatibility modes or clean reinstalling the drives can help.
Oh and definitely do try steam file integrity check, even if game was installed recently.
I run some steam games on an ancient machine and i never needed to verify, but on modern PCs, stuff can just brake like that.
ps: there is a depracted fullscreen mode that you can enable through cfg edit, as a last resort. Its depracted because its buggy but for few people it makes game run better.
pagefiling would show it self by stutering every time you move the camera a distance when stuff is loaded back in. i would think
another thing to check is cooling. took me months to even notice my cooling pump had stopped working. computer just throttled. was not until a very hot day where it resulted in sudden shuttdowns. prob not the case but cost nothing to check temps
Now seriously: check if the game uses the dedicated GPU, check your power profiles, check thermals and see https://www.sovietrepublic.net/faq if anything there applies to you.
I originally played the demo and it was fine in terms of performance. I liked it enough to buy the full game and then I noticed quite a significant stutter when panning the screen, despite a stable fps. After some research I found that running it in full screen (disabled in the control panel of the full game version) by pressing Alt-Enter, made the game run smooth again.
However, running the game in full screen makes it prone to crashing if Alt-Tabbing to another program. I then disabled the game's v-sync option and forced v-sync on through Nvidia's control panel. Now the game is totally smooth again without setting it to full screen.
