Citizens free to choose will typically only go to a station if no open jobs are within walking range of their flat. From any station, they will go to an open job upon entering the station by a vehicle drop off or after "an hour" after waiting there. Citizens will not leave the vehicle if there are no open jobs and the "force citizens to leave this vehicle" box is not checked.
As for the stations, you can use this to ratio workers out of a group (typically from public transit vehicles) between buildings in range of the stop, or to ensure that certain jobs like a heating plant is always staffed before others (set the ratio of workers to it to 100% and all other jobs to 0%). Keep in mind that if you select one or more places for "where citizens should work" they will not go to places in walking range that are not selected and thus listed.
That bus stop in the center might be useful for extending the walking range of citizens and as a source of labor for construction projects, but it probably won't do much for organizing their labor.
