How do you acquire Concrete in realistic mode?

I looked on the game wiki says concrete cannot be imported, ok that makes sense except when I look at the materials need to build a concrete plant, I need concrete.

Pretty sure you can import concrete at the boarder by sending a truck. But if you want to make your own concrete use this:

It's no longer true that you can't import concrete. You still can't store it, but you can send concrete mixers to the border to load up. At the start of the game just set the border station as the wildcard source for your construction office (click set-source without picking a resource type), then switch to local sources as you build your own production or set up caches with loading stations.
