What is wrong with my tram?
Can any think of a reason why people will not use a tram to go to the shop?

This is my tram stop:

Lots of people wait there and they all want food. There is a shop selling food next to the other tram stop on the left of the image. The shop has plenty of food and workers, power, etc.
No one gets on the tram though. They wait until their time runs out, then they walk to the shop.

There is another shop in the opposite direction, and occasionally a few people will go by tram in that direction, but most of them just walk.

hmmm one reason could be that you have clicked the residential buildings and manualy selected where people should go/work.
In such a case you also need to tell them to go to the tram station.
If you did not click the residential building and setup anything manualy then they should do it automatic and just walk there.

Els i dont see any problems on your setup, it look good and people can walk there and such things.

Els my only other suggestion is to maybe click the next tram station and tell people where to go work, shopping, culture and such things. ( they need to see where they want to go )

and finaly... IF people can walk to the shop, then maybe that is the reason that they just walk instead of using your tram for such a short distance.
Maybe try and see if people who cannot walk to the shop will take the tram from another location in your city

end station is not transparent for passengers. In case of "station 1 - station 2 - end station - station 3" nobody will board transport at the first or second stop if the point of interest is accessible only from station 3

I'm not manually telling passengers where to go. Only workers.

I don't really mind if people walk or take the tram for their shopping. The weird thing is that they are going to the tram stop, waiting, and then walking anyway.

The tram stop next to the shop is Tram stop (larger) 2. They do not need to pass through the end station to get there.

probably too simple, but do you have passenger boarding "load" in the tram route and this stop, and "unload" passenger on the 2nd stop?

another reason could be that the Tram is full with workers and can't take any more passengers.

The tram is empty.
Yes "Get in" and "Get out" are set correctly.
It may be a problem that you have terminal stations in the middle of the route. I would do the following first: get off -> final station -> get on the tram.

In your screenshot your citizen's Food need is met (3.62kg, 100%). That guy is looking for a shop that sells Electronics (0.70kg, 0%).
At the tram end station, is a setting like 'Variable Time' or 'Fixed Time' possibly causing issue, could you play around and see if something changes (if you have an end station that is)

I found in my tram station, it's like the game wanted me to have a tram for every stop for it to run smoothly, otherwise stuff just sat for a while

Is it 'waiting til 100% loaded' or something like that?

Good spot! That info about needs is a bit confusing. I'm not sure why it lists needs that are 100%.
Looking through the people currently waiting, there are quite a few that only want electronics, so that makes sense that they don't get on the tram, because the shop at the end of the line is not selling electronics.
However, there are many people waiting with all their listed needs at 100%. I have no idea what they are doing. I know people go to train stations just to see the trains, but tram stops?

Aren´t they, for some reason, travelling to work? Because worker with everything fullfilled to 100% will teleport home, listen to TV/radio and then go to work after his "free time" expires.

I think that person is still waiting for electronics - it's saying 0.0.

Similar to workers who first try to find a job nearby (access by foot) and then group at bus/train/tram stops waiting for some connection to a workplace, passengers probably do the same.

So that person can't reach any shop with electronics by foot, therefor goes to the tram stop, waiting for a tram to arrive which would reach a shop for electronics. But there are no trams coming (as you said the shop further down the line doesn't sell electronics) thus they wait until the timeout.
i notised something today in my own game.
Passengers did not want to board my bus.

But when i click the destionation bus stop and click passengers then i click on the button with a man and ? icon.. After this it worked.

The problem with passengers we cannot tell them where to go.
