You can demolish a road with the demolition office and a dirt road will be left over.
Downgrade from asphalt to gravel is not possible afaik.
If you need lower speed limits, use signs. But else the request absolutely doesn´t make sense.
Well, technically there is one instance and that is when you accidentally set vital roads/rails to be upgraded, blocking vital traffic. Sadly there is no going back so you either need to finish them fast, use money (if not in realistic mode) or load older save.
Also, aesthetics are a valid reason to do something even if it doesn't necessarily "make sense" from a practical standpoint.
