The checkbox in the bottom right build menu is only to toggle autobuying citizens.
Did you try clicking on them..? If you then click twice they open at 4k resolution, when using the magnify option.
just click city name and there you go.
Ahh thank you I did not know that. Still annoying that is an action to be done every time... but this is a more efficient method than needing to click on each planed resi bldg and possible scroll down to turn that off.

Same goes for "citizens outside CO" btw
When placing new houses, you can easily untick them from the area name, there by one click you can dis-allow any move-ins for all houses in the district (even retroactively to already placed ones). And tbf even overlap with existing houses is not a problem, people live quite long and you can turn on singular houses without affecting the overall area setting (will show ????) :)
