Right to move in already when houses are built
I don't know if it's been noticed yet, but you should be able to note during construction whether residents are allowed to move in!
After the houses are finished, residents who weren't planned for quickly move in.
Or have I missed something?

I know you can let them move, but what if there's no more room?

Those pictures are really hard to read. But yeah, the citizen selection section is in the building's window when it's being built - you just probably have to scroll down.
The checkbox in the bottom right build menu is only to toggle autobuying citizens.

Did you try clicking on them..? If you then click twice they open at 4k resolution, when using the magnify option.

The "city/area" also has this set of options, but they get applied to all the apartments within them, which is much more convenient than changing the restrictions for each apartment.

It would be nice if the the city/area control also had a check box to turn off 'get citizens'. That one I have to do manually for every single building during planning phase. (better yet, it should not be checked by default)

there is city area where you can click and make x to disallow peoples move in.

You can turn it off if you're placing the building. It's near "build for rub/dol/manually" option. But I agree that it should be off by default.

Thank you, but no I not referring to moving in. 'get citizens' is a separate check box not with city/area wide effect. That one pays money to invite immigrants to immediate populate the resi building when it is finished being constructed. While the 'move in' thing would prevent that from happening immediately when you want people, you'd still have to go disable it manually for each building.

Ahh thank you I did not know that. Still annoying that is an action to be done every time... but this is a more efficient method than needing to click on each planed resi bldg and possible scroll down to turn that off.

edit: much more efficient

Switching off "get citizens" apply from the moment it is un/ticked till changed again for ALL FUTURE BUILDINGS PLACED - so you need to untick it only once per each playthrough. Cannot get much simpler :D
Same goes for "citizens outside CO" btw

When placing new houses, you can easily untick them from the area name, there by one click you can dis-allow any move-ins for all houses in the district (even retroactively to already placed ones). And tbf even overlap with existing houses is not a problem, people live quite long and you can turn on singular houses without affecting the overall area setting (will show ????) :)
