Why Can't I Buy a Bulldozer or Excavator?
I'm returning to this game after a couple years. I just created my starting village in hard mode from 1960, but it seems that i can't buy a bulldozer or excavator. It seems that there are some definitely available at that time. But I can't seem to buy one either from the Construction Offices or from the border. Why?

Yes I am! Thank you! I knew that when I played this game several years ago that I always started at the soviet, and I couldn't remember why. I started this time at $ because it was the only flat place on the map and I want to start from scratch. Thanks! I have a lot to relearn!! My old save files are early 2019.

Just ran a nice free dirt road to a soviet custom house. The welcoming drive will be a bit long. Problem solved.

yeah, so far there are still not enough vehicles to start on the western border. The roadmap mentions that more western vehicles will be added in the next updates.
