How do I make station use both rails at once?
Trying to get my agg loading station to use both rails to load at once (right of picture).

I moved the semaphores to be before the X junction on the left.

Here is a good example why chain signals are useful.
If the red chain signal at the bottom would be a normal signal than any train which comes from the bottom would go forward into the orange section and block it.
The train which is just comming down could not pass the orange section anymore.

By the look of the picture, I will re-design the fuel and the aggregate station rails. If you look closely, ( orange ) you got an X, so that is consider a block. In order for two train to use a station, you must separate the loading rail into two block. So the cheaper solution is to place a two signal right after the X. But your trains will be very short. For larger trains, a re-design will be due. Let me add this. Place a both way signals

Okay, in general:
Before a switch place a chain signal,
behind the switch a normal one.

Or the double arrow is pointing to the switch, and the single arrow is pointing away from it.

So for your particular picture you could place signals as follows:

The X junction right in front off the aggr. loading station.
Put a Chain Signal in front of that.
And a mixed signal on both tracks at the other side of the X.
( where the train is waiting on the right )
Make sure the double is pointing to the X and the single away from it.

That´s basicly it. The chain signal should show blue now.
The train from the left will than pull forward and occupy the other track.
The chain signal should show red then since both tracks are occupied.
Once one train left the loading bay the signal turns blue again, and as soon as both tracks are free it will be green again.

The X on the left can be deleted as far as I can see.

From my point of view you did the mixed signals correctly but the chain- and normal signals wrong. They should be the other way around.
Chain signal always in front of a junction, normal signal behind.
At least that's the way I always built it, and it worked for me.

I might be mistaking if there were any changes in the past.

You have 4 junctions in 1 block. This can not work for sure.
Look in the guides section, there are a lot of good tutorials

I´m not sure for I never used them yet.
Afaik it has something to do with purchasing vehicles
( ships and planes ) from abroad.

Putting multiple junctions into a single block works fine, and is the only safe way to signal junctions which are closer together than the length of the trains that use them.

There's no need to use chain signals after the rail path update. If the red chain signal at the bottom is a normal signal, then any train which comes from the bottom will wait at the entrance to the orange section because trains will only wait in "blue" sections so as to avoid blocking junctions.
