Productivity depends mostly on loyalty and happiness. You can get to 100% productivity with 100% happiness (meet all needs) and around 45% loyalty (build monuments near homes, workplaces, etc. to reach this level of loyalty.)

If you can get loyalty higher, you can push productivity above 150%.

68% is pretty low. I'm guessing either your happiness or loyalty is too low.

You can probably do pretty well with... say 60% loyalty and 80% happiness? It's a bit hard to get loyalty as high as 70% without extra buildings.

Not sure if lacking drinking water at the workplace might hurt it, too. It does reduce output of e.g. a factory, but I'm don't know if that decrease also gets factored in the productivity rating for the affected citizen.

Health and Average Lifespan also play a role.
