Winter population
Every winter my population just starts dying off. have all needs met and all buildings are heated. any issue im missing?

Sometimes it's just the old people dying, can you estimate the percentage of people that are dying on the winter?

Are your heated building _sufficiently_ heated? That is, they have enough Hot Water (no 'Too Cold' warnings.. also for work-places that require external heating)

People also need heating at any building that has a hot water tank, which includes the fire station (except the new smallest one), hospital, most service buildings, any aircraft station, etc. If they don't have heating there, they will start to lose health pretty rapidly.

If your heating is good, then your heating plant may be too close and the pollution it creates to heat water is killing people living nearby.

Pollution is the most silent killer in the game, and if no other explanation for deaths exist that'll usually be the reason behind it. Build a pollution measure station and check if any houses or flats are in red dotted zones, if they are that'll be the reason then.

A sidenote to that is if it's only in the winter it'll make sense if it's your heating plant as it's cold outside so it pollutes more because it's working harder to produce the heat than during the summer for example.

Or just my problems in my first run.
I'm not struggling with the heat in the early winters but with the snow on the streats causing buses to take longer and power plant workers not getting there fast enough or the supply chain for food and other things being blocked.

differences in winter season

1) all citizens need heating
2) heating plants work with 100% workload, so any houses nearby have a pollution issue
3) trucks are slower in snow, so possibly food and clothes could not delivered in some shops just in time
4) possibly more cititzen get sick, ambulances are slower in snow and hospitals could be overgrowded

Also coal plants have a higher workload, because of the heating plants. So there is potentially more pollution for nearby citizens too.

You can also turn on the health overlay; if pollution is affecting residents in winter then the building's average health will be lower too.

95 percent - heating station too close to the houses. Pollution - deaths.
