How to get clothing above 90 percent?
All citizens have access to at least one store with clothing.
The stocks never run out.

But for some reason the average satisfaction level for clothing never goes beyond 90 %.

I am playing on the hardest settings possible, if that might help your answers.

How many workers you have and how many doesnt work? 90% clothing need isnt a problem but its a mystery..
I think this is specific to great unsatisfied citizens reaction settings. I have 92% max and never any more. No matter if this is domestic production or dollar/rubles import.
So don't worry.

About 40,000 workers. Rate of unemployment is 0%.

Try making it colder outside and see if that influences it at all.

I play on medium citizens reaction and the clothing quality also stays around 90% regardless of the season. That does not seem to influence the happiness in any meaningful way though.

Sure.

I had a theory that citizens might want/need better clothes (i.e. a higher clothing quality) in cold times and not care so much in summer when it is more hospitable. In real life, torn jeans and socks/shoes with holes bother people in winter much more than summer, so I wanted to see if this could explain why citizens didn't care about clothing quality until it got around 50% (most people complaining about it all seem to post conditions in summer).
