Substation max wattage is too low
The current max wattage of a substation, at the moment, is 2.50MW (Even though the max that can be transported by a medium voltage wire is 2.35MW). However, it will easily go over 100% supply without many buildings connected to it. As such, one will need an absurd number of substations (and, in case of big cities, transformers) so as to keep every substation below 100%. ot only does it seem irrealistic, it also looks ugly and, most problematic of all, is a huge hassle.

Am I perhaps mistaken in regards to how this mechanic works? And will this feature be changed in the future?

As for Cities i found out, that values of 250% still work very good. Somehow those buildings dont use their maximal potential power usage. I usally only build another one, when i see lights flickering in the night, where the power usage is significantly higher.

While I've also noticed that, my problem is that that seems to affect the heating. If it's over 100% it seems to me that heating exchangers have issues reaching max temperature wich leads to some people freezing to death.

Just to be clear, the percentage for heating are quite accurate! Since the building are always heated the same amount dependend to outside temperature and not fluctuating with workload. So if you dont see a significant continuous drop of voltage, say below 200, at your heat exchanger, they are uneffected by electricity!

So the problem will most like be the heating itself:
* Check the pipes, maybe you have a 100m² somewhere. This could lead to loss of heat.
* Check the heat generator, maybe its already at full capacity?
* In my expirience can a big plant supply around 3,5 big heat exchanger. I have a city with 30000 people and i need 2 big heating generators and 5 big exchanger, and the temperatures still falls below 16°C from time to time, but the people dont mind some cold hours that much, AFAIK.

For heating, distance also lowers the efficiency. If you chain too many pumps, the farther exchangers don't get as hot. And the above rules apply. You can only get so many exchangers per plant.
