Attractions and Culture?

Do attractions count for Culture? I've noticed when Attractions are present, people will gain the need for them once they enter one, but it doesn't seem to influence any of their other stats. So are Attractions only good for Tourism?

I built a Gallery to test it and while most people did treat it as Culture and gain cultural satisfaction, a handful of guests treated it as an attraction and did not gain cultural satisfaction. Strange.

many tourist attractions double as some kind of citizen entertainment but some are just tourist entertainments, for example:
art galleries are rather modest tourist attractions but double as cultural venues.
indoor pools are mid to good tourist attractions and year-round sports venues.
autodromes are acceptable tourist attractions but nothing else.

usually you can easily guess if a tourist attraction counts as a citizen entertainment, but the only sure way is to check some venues is their data-file.

As I understand it, a worker will ignore (ignore meaning happiness impact) *one* of their unsatisfied needs if they've visited an attraction. So for example you could provide a zoo instead of electronics.
