The North Korean monument is probably the only one that makes sense to have a loyalty bonus because it memorializes the communist group in control (who the player is in the game).
I think the poor stats in general are to encourage the player not to build more than one, as pretty much any other building in a similar category is better, but a lot of the landmarks could be changed to serve as museums.
The White House being a party HQ is a nice touch, the Museum being a Museum as well, and the Victory Arch, the Charles' bridge tower & the Brandenburg gate are fine the way they are, as they look pretty and let workers/vehicles pass through them. I'm only surprised the London Tower is also a party HQ rather than a museum/gallery, but at least it has a purpose.
The London Tower, from what I understand a literal medieval dungeon, being Party HQ is kinda funny. Wonder if it is intentional satire or not.
The idea for the Arch of Triumph also increasing loyalty comes from the fact that, whilst the Arch of Triumph in game is meant to replicate the one in Paris, there is actually also a gigantic Korean Arch of Triumph in Pyongyang.
