Report a translation problem
Vanilla concrete plants require 55% quality *for producing concrete*. That's displayed in a building card, This water is supplied through a pipe inlet that the plant has.
Since the plant has workers, it *also* requires small quantities of *drinking water*, like any other buiilding where people are present. This water can be supplied by a water substation or water trucks. The quality, quite obviously, preferrably should be high (above 97% at least).
It says so below in the "water tank import" section .

That is actually supposed to provide an information on the *actual* water quality in the plant's tank, not the *required* quality. When you provide some water to the tank, it will display its actual quality (55, 80, whatever). When the tank is empty, well, it displays 100%. Not the best solution, but it's not the requirement.
EDIT: There's a separate line, iirc, just above that which explicitly states: "Required water quality: 55%") when the building is done.
