Tbh given those things also BUILD footpaths, it would be nice if the game counted those as connections like how waste trucks and fire trucks and stuff can also use them, but alas
See this pic as an example of a different culture building that built perfectly well on footpaths. Culture buildings don't require roads.

I have no clue if you can remove it later and still retain firefighting services etc for that building. Probably not.
Yea this is what I meant* to say, not that they literally can't use it, just that certain buildings they won't/can't use it if road is the alternative connection type
OP is a newb, that's why they're asking and I pointed it out given building is listing its lack of road connection. That is why it isn't getting built, other guy just explained it better why they aren't using footpaths for it - I was just meaning, I wish game in ALL circumstances would still count a footpath as a connection even when building also has a road connection and allow it to be built that way cuz its inconsistent given you already can build other buildings with just footpaths haha.
I believe there are plenty of modded buildings having both road & footpath connections which has the ability to be built via footpaths *if* they don't involve respective services like goods delivery.
Once again, this isn't true. Most flats actually have road connections, as do most of the sports and culture buildings, but you don't have to use them, and most people don't use them. This is a culture building. It shouldn't require a road connection.
Okay, fair enough. Let's rephrase that this way: if the building *warns* you it requires road connection for construction, you should heed that warning.
1. The building does not have footpath access.
2. The building consumes or produces resources other than waste in normal operation.
3. The building has one or more "stations for loading/unloading."
The Palace of Sports Dynamo may not actually need a road connection in normal operation, but it does have a station for loading/unloading and thus requires road access.
Furthermore, if I recall correctly, buildings that require roads for construction also require roads for fire, police, and ambulance access.
