The incinerator makes ash, and also doesn't affect scrap metal or construction debris, which can get mixed into the waste. Use a factory connection to a rail yard to export the leftover.

But I don't want to export it

Then you'll need to sort it out. Construction material can be recycled into gravel, bio waste can be left in a dump to turn into fertilizer, ect. Ashes will also decay over time in a dump.

Biowaste burns into ash. Only ashes, metals and rubble are left from burning. You can sort it before or after, your choice. Sorting before will give much less residue and recover plastics, sorting after requires picking through less volume. Whatever you do, spread the results into many small dumps. Ash decipation is constant no matter dump size or fill, so more you spread it, faster it decipate. If burning was clean, you'll be left with nothing. If not, mix of scrap and rubble you can pass through magnet and then turn into gravel.

Is there a way to get biowaste out of mixed waste?

No. It must be sorted out (typically mixed with fertilizer) at the source.

Alas, it's imported, and the neighbours aren't any good at waste separation. Small-ish price to pay for a source of plastic and aluminium I guess.
