100-120 higher educated and 1200 ordinary workers.
That is what it takes to man all required buildings and you properbly want to reduce the amount of sellers in the shops to "save workers"
tip.. invite ordinary east workers you will automatic get a few higher educated and then you can just move them out of the building.
it is a good idea to give the higher eduated their own building it also make it more easy to "balance" how many with x education you have..
Higher educated people tend to prefer some jobs.
All the workers that have no work you can drive to example a fabric and clothing factory.
A good advice is you need more people than this, but lets start there but you want to fill your facotrys with max people to have the best economy and efficiency.
Also as Khan say above, you need to think about that workers only work 8 houres a day.
So you need 3 times as many people. So if a factory require 100 workers then your city need to have 300 + transport that need to deliver minimum 3 times a day.
Els you can dedicate a few buildings and click the button "where should workers go" and then select the bus stop.. But most of the time workers do find the bus stop them self.
I also highly recommend that you in your city have more than one bus stop.
1 for factory workers ( example for your fabric and clothing factory )
1 for your construction office workers ( maybe assigne 1 building permanent )
1 bus stop dedicated to deliver people to your heating plant.
( or actually make two bus stops in each end of your city and have 2 bus lines is better.. the heating plant is critical and you want a backup system so there always are people delivered there so two bus stops and 2 bus routes is a good solution ).
For now you can select where they go in the house building menu or bus stop. As well as set up dedicated line or stop/unload order for busses.
You can also reduce jobs avilable in workspaces that dont need to be fully staffed.
But generally below 1000 population is very low and will need micromanagment.
I am having the same issue. 1600 pop, only have 4 industries currently and I am working through the tasks. I have 7 blocks full, 1 shopping mall, pub, police, Secret service, fire/police. Those are the only 'local jobs'. The weird part is at one point it was working and suddenly the workers just stopped going to the bus stop...Even getting notifications that my 'unemployment is too high' when I have a functioning bus system between the worker and living areas of my 'town'
Figured it out. I went to my bus stop and unchecked the 'passengers' from the list. I guess passengers block workers at bus stops.
If the passengers are actually able to go anywhere, you could also resolve the problem by building up the line that takes them there.
If like in my city for some time they're largely people who want to get drunk when the entire republic is dry, banning passengers from the stop may be the only option. (Though building a bigger stop could also work.)
I canceled Passengers and had to add 'Work at Bus Stop' from a few close Housing units ;)
(You can set percent at each in City job location with at assigned Housing unit to ensure Market, Hospital, Fire staffs are full; as well as any other of your choice)
