It's a straight drive down to the construction site. Building another road or footpath to provide a route to both ends of the construction didn't fix the issue. Also it made my nice graded road go askew, which is literally unplayable. Reload again.
In the end I find that the error message reads once the gravel is deposited on site. The only way I've been able to prevent the looping glitch is to babysit the task and reassign it manually to the construction office once it's automatically cleared from the queue. Then I have to pray that the dozer has enough fuel. Sometimes it seems the machinery remains on site until the task is done whether it's run out of fuel, and sometimes it teleports back to the office.
Jesus wept, this game...
Same issue with COs, seems a new bug introduced in latest versions with those loops
For me it was a very strech of road that was blocking all COs.
