I think it'd work far better if the border graphics were projected onto the terrain itself, didn't show through hills, and matched the lighting, so they weren't super-bright at night. That presumably wouldn't be trivial to implement though...
The simplest solution would probably be to just give a transparency slider in the options, so you can set it to taste, and have maybe a 10% opacity "ghost" border.
I have however made some edits to make them far less intrusive - basically I've shrunk them to 25% scale (actually increased the texture size to pack them into a smaller space, to preserve the detail).
Assuming it'll let me post a link here, grab them here, and overwrite the three .png files in the SovietRepublic\media_soviet\ folder in steamapps:

I have downloaded and installed the 3 files you have produced. I certainly do not have the expertise to work out graphic technicalities. The border graphics are now much less intrusive and I thank you very much for producing them. I shall save these files in case any updates change them. Perhaps , as you have suggested , these files might be offered to a wider audience.
