Personal cars, however, would allow multiple people to ride at a time, but would be more expensive to produce.
Allowing citizens to share one car would reduce the amount of cars needed, aswell as making HOV lanes possible.
Also I've thought up another benefit of motorcycles over personal cars, which is lane splitting, which especially would be useful for police motorcycles.
Then there are issues like the fact that free time needs scale with time spent traveling to work which can result in them spending all their free time trying to satisfy them even when transportation is not an issue.
It's not going to be more simple, optimized or not.
