Buying more cars at customs won't help and making your own cars doesn't work either.
I unfortunately didn't have an older save to revert back to (not old enough anyway).
I'd like to leave this fix here, in case it happens to anyone else.
Go to your game files, open your save game (\SteamLibrary\steamapps\common\SovietRepublic\media_soviet\save\[your game])
select stats.ini and delete the line with $CAMPAIGN_ACTIVE or how it's called.
then delete the file called runningScripts.bin.
No you can restart the mission from personal cars. You will already have the lots and dealership, so that will complete itself. You will then get 50 more cars at customs and these will count!
Happy I didn't have to abandon my campaign (it's far to long in my opinion, should have been broken up).

It completely reset the misson & you get another 50 cars at the border. The active/completed campaigns are at the bottom of the list in the stats.ini file.
