“just restore the functioning of my republic” - in the cheat menu there is an option to reset the crime level to 0.
"want to try" - add more police offices. Manually clear the investigation case list on a regular basis so that the remaining cases on the list are completed and submitted to court. When criminal elements go to prison, they will not be able to commit new crimes. There will be fewer new crimes, and fewer uninvestigated cases will need to be cancelled. And of course, all this is possible, only when the court also copes with the flow of cases, and prisoners in prison reduce their crime rate.
But as melkiji above say if its gone out of control, then its almost impossible to regain control later in the game if its out of control ( but you can try build more police stations, courts and make sure there is enough room in the prison for inmates.
But even then the crime level will effect other people and their mood and so on.
So my best advice is really to press ESC and go into game settings and turn off the crime system and then turn it on again so it reaset.. then build more police, court and prisons.
Also build a radio station to manipulate the peoples mood/cultur and other things.
The first guess 5 years after its build you will not really see much of an effect but all of a sudden it will start to work very well. Make sure to have radio/tv hosts that have a high degree of loyalty, and the same goes for your school/university system.
One way to get higher loyalty could be to buy some private cars for the university teachers

1. Isn't radio best used for loyalty? Or are you talking strictly about periods of high crime when you need to manage the rest of the citizens?
2. Cars for Uni teachers? How can I pick the teachers only? I can only think of moving X educated residents to a block, give cars to that block and assign it 100% to the uni. Is there another way? Also, great tip!
In a normal state, the police should have time to investigate. If two large police departments do not have time to investigate cases with a population of 8500, there is definitely a big problem with crime. One small police station should be fine for 8500 residents.
Cleaning police station queues is not necessary anymore, police station will simply investigate cases already worked on and with free capacity they start on the newest ones arrived = highest chance of solving them. Even slightly disfunctioning republics will thus get SOME crimes solved and posted to court.
To help you, optional popups in court/police have been added when "too many unsolved cases" appear.
What to do with bad situation?
When you are down the crime spiral with low productivity and satisfaction, you can reset it via cheat menu or you can fight it. Raise few temporary large police buildings (one per 1000-1500 workers) and give all of them (new and old) just ONE vehicle, as vehicles are things bringing cases in. This will ensure that all cases will have a change to get solved. If such station is on the outskirts and doing fine, give it a second vehicle, but not more.
Make sure you have enough people in court and enough space in prisons (combined with prison effects their crime lower, ideally to 0%) and the reform may start.
The only thing to keep in mind that crime situation didn´t happen overnight and same way it won´t be disposable - it needs time to bring crime under control. Over time you can add few more cars to SOME police stations and scrap those over limit, which you won´t need. But it is a painful way and quite a long one
This process would then lead to many warnings of crimes failed to be reported. Are crimes that are not reported something that is not to be worried about?
In a city with rising crime and avg criminality 10%+ you will have A TON of crimes around every station and the police car do not go home after each case when there is another present to pick up, only to refuel it goes home. So you will have A LOT of crimes brought in as well, but it will leave more crimes for other cars and stations constructed for the additional help of the situation.
In that regard, it is better to have more unpicked crimes then more unsolved. Because unsolved cannot be solved by adding police stations.
Once a police station can sucessfully chew through immediate crimes good enough and has a spare capacity (= running regularly <15 cases at the same time), you might consider adding it a second car, eventually the third car. This way you will (slowly) eliminate all those excessive cases and later on excessive police stations.
BTW once you feel like a police station is running out of cases and might not be needed, just move it´s car to another station/depot, let those guys finish all cases and close it down. After you have a station closed down for a long time or have more stations closed down permanently, dismantle one of them again.
You can increase the length of sentences to "rehabilitate" criminals better, but you'll need more prison space and to make sure that criminals are not escaping.
So if you're seeing an increase in crime, check prisons first. Make sure they're not full, then make sure your courthouse isn't behind. Then check police stations to see if they have a backlog. Any stations with a backlog, check the traffic behaviors. I know there used to be a bug where cars didn't get sent, I haven't seen it in a while, but mod cars could have issues. Finally increase prison sentences and make sure you add a prison or two.
There's no guarantee severe crime is reversible, but the previously stated cheat mode takes the pressure off if needed
reduce the cars in the police station. 1 or 2 are realy all you want.
that way fewer cases get in, but the cases that come in get solved and send to prison.
if you got the workforce you might want to invest in aditional police stations to solve more cases in this crisis, you can get rid of them later again.
if criminality is realy high in one city only, you might want to distribute some of the criminals to other cities to be taken care of there.
criminality seems to be related to unemployment in the game.
make sure this is not the issue (each house by itself, maybe it is just a missing footpath)
Btw, avoid having orphanages as they usually foster criminals.
Both these claims are totally BS (read as broken science). Manual deletion of criminal cases is not needed if everything works and if that doesn´t work, you have a checkbox to tick that will automatically tell you.
Also orphanages are no longer a problem (for more then a year now, btw) and all you need it to have them staffed with reasonable workers in terms of satisfaction/loyalty and you have a free boost to your republic birthrates.
The main claim was to have big police station, to keep them staffed and to don't take too long to build them, as it seems it takes longer to make crime go down.
As we're talking about a republic where things are not going ok, he would have to delete some investigations to at least arrest some criminals, which would help. Getting a notification doesn't change that.
I still dislike orphanages. I agree that it was totally broken when it was implemented, but having some low-loyalty people working there (which usually happens side-by-side with too much crime as in this case) could raise some criminals in there. Its safer to stay away from it if he wanna reduce crime.
