Green Water at Power Plant

I started a map with everything already built, including a nuclear power plant. Everything running smooth until the power plant shut down, apparently because the waste water storage was full. So, I sent a sewage truck to start removing the waste water, but the sewage truck won't pick it up. I sent a water truck, but it won't take the water. Same thing with an oil tank truck.

My question is this: The "waste water" in the power plant shows green drops, not brown drops. I checked every truck I could think of to see if it would handle "green water", but none do. What is that stuff and how do I get rid of it?

EDIT: Green water appears to be liquid fertilizer, but the trucks that carry that won't take it. And why would Liquid Fertilizer be found in a nuclear power plant?

All vanilla nuclear powerplant will have a waste water connection. That is toxic waste water.

Severely polluted water/sewage will be shown as a green liquid.

Industries that require low quality water will often have separate tanks for industrial water/sewage, and these tanks cannot be serviced by trucks from a technical office. These "industrial" tanks can be filled/emptied by water/sewage trucks on a line/schedule, but typically trucks will not be able to handle the building's throughput of water/sewage, so you usually need to use their pipe connections to connect them to water and sewage networks.
