What do you mean by white state?
On youtube it seems like whenever anyone selects the signals / hovers over the tracks, the colours appear. Doesn't happen to me. Using the signal options and clicking on tracks/signals is doing nothing. I built a full track and am ready to edit signals but nothing's working...
Click the crane symbol (or P,$) in the lower right corner to switch them to "in construction". (Now they will be build by ressource, eastern money or western money, depending on what you selected.)
When you now select any of the signal-placing-tools (normal, chain, mixed or delete), you get your colored display.
I wish there was a function like you search it, to display the color mode without having to pretend you want to modify the signal placing.
While you have the trail signal (semaphore) selected, press CRTL to toggle the colored overlay on the tracks on and off. People here seem to think you meant the while blueprints you lay down pre-construction, rather than the multi-colored overlay on the tracks that show the different sections of track separated by the signals. Hope this helps you and anyone else who comes here later to read this.
