If you like making cool looking or pretty cities and don't care too much about the underlying systems, or can't be bothered with them, then Cities skylines is better.
If you like the challenge of managing and designing the systems that cities need to thrive, then W&R:SR is better overall, though there are a couple aspects that cities skylines does better.
Soviet Republic is more focused on creating very detailed chaines of supplies and production. While you can play on easy difficulty and play bit like a Cities Skylines it really shines in realistic mode where you have to do everything manually. For example: to build a road you need actual machines, like trucks that deliver sand, gravel and apshalt, then you need an asphalt layer and a roller. To connect you city to electric power grid you have to work on both high and low voltage, place substations ect. Same goes with water - you need to keep pressure in pipes and mind the height. You cant just transport water upwards - if situation needs this you need to build a pump station to make it happen. And so on, and so forth.
I've started this game on realistic mode and it took me like 30 hours to build my first small'ish town and actually bring first people to live there. It is way more immersive, but also way more difficult. If you are looking for a casual game than no, this is not for you. And I personally believe that this game on easy mode is just boring, so either aim on challenge or stay away.
Cities Skylines is a game
Workers & Resources is a city building study simulator.
Be prepared to put in some hours if you want to get into this. It is not for everyone, but I find Workers & Resources immensly satisfying. There is nothing like gradually building up a functional soviet republic, to see the fruit of your labours.

I love it.
It is the best city builder I've ever played, in spite of every bit of jank and frustration with the engine. It's all worth it because, knowing I can lose, I can finally win.
Tbh I feel this game is closer to a hybrid between Transport Fever and Factorio with some minor elements of CS added (imagine playing CS with only using the plopable mod to add buildings).
Economy 2.0 dropped today for CS2. I've been waiting a month for it, looking forward to jump back in with a new city...this game has been too interested and I can't stop playing it.
This is more about the logistics and supply than the people, it's not taxes but exports and imports you're thinking about. Fish to duck

i'd consider captain of industry to be closer to this game than transport fever or factorio. if you're just looking at the train feature in the 3 games, then 4 days ago captain of industry just announced trains are coming.
but if the devs cared about appealing to the factorio crowd, which I know is a ton of w&r players, i'd change my mind. until then, game is closer to captain of industry meets cities skylines.

transport fever is a poorly designed game, the devs literally prevent just anyone from getting an account to edit the wiki (to extend gameplay i guess) and they own the only wiki for the game and call it the manual, not a wiki. but that game does share a similarity with w&r in that only mods that change how the game looks are allowed.
what you find in games that only allow changing how a game looks to be allowed, that the players tend to focus more on how the game looks, not how it plays and i see that a lot in the discord. this you can see in nearly every transport fever player. where i enjoyed the campaign, over 90% of players never finished it or don't play it and instead play random maps. cities skylines for example, since the game allows changing looks and functionality i'd say is better than w&r for that reason alone and it also creates more diversity in the community where i could enjoy optimizing traffic and someone else could enjoy making it look pretty.
thinking about it now. you're right it is transport fever, but transport fever meets captain of industry. due to how modding is handled, this game is nothing like skylines
I like Cities Skylines because fixing traffic and building complex public transport system is fun. Traffic in this game is bad and public transport works in a nonsensical way.
The cool stuff in Workers and Resources is the more complex systems (e.g. electricity, waste, heating), a uniquely soviet union city design, big complicated industrial areas and in depth logistical networks.
