Sending the vehicle to the vehicle depot with the change "home" button should ignore the empty gas tank. The vehicle will take more fuel the next time it fills up, but it's better than paying for disposal.
In my game there were several Construction Office vehicles within a 100 meter range of an active, filled and running fuelstation. They ignored that fuel station. I gave the game engine some time to figure that out. The engine had the vehicles just standing there reporting traffic jams with those vehicles. In some cases the out of fuel vehicle produced a serious traffic jam because other vehicles can pass the out of fuel vehicle in the opposite direction. When returning and wanting to pass they get stuck behind the out of fuel like when a vehicle breaks down. Might be badly intertwinning vehicle behavioral code.
I will be using the 'send to (other) depot'-trick in my future gaming.
Perhaps so. I'm having similar problems.
