And I get hundreds of unemplyoed workers. Instead of going to take the tram, they stay home. The game somehow claims that the platform is full even when it is not. This bug is very annoying.

You could modify the capacity of the stop yourself I think?

If you're talking about actually modifying the behavior, that's beyond what mods are capable of doing.
OK, I solved it by building more stops, closer together than what is normal. It works now almost as intended. I redesigned the "interurban" section to run as "rail", giving it a more industrial look between the city and industry complex it serves. I run two car tramsets and occasionally they are full to 100% with workers, when leaving the last stop in the city.

It can be arguable if this intended behavior is reasonable or not. What's not arguable is that the information provided is misleading since you see a nearly empty platform and a contradictory message saying that the platform is full.

Easy solutions to this could be to add another entry (workers in transit to the station) or even grayed or silhouette icons in the dialogue showing that a slot is reserved. Those could be clickable to locate where the citizen is at the moment...
Those small platforms are mostly for dropoffs or single-case use (f.e. only passengers). Working as intended.

RL stops with such high demanded throughput have several stops at once (see Brno - hlavní nádraží) or typically can (and will) station more trams in a row in one station (doable with train platforms or chaining stops for separate lines behind each other).

Alternatively you can use some workarounds to further enhance such experience, but the game logic is really simple and it is up to you to use it to best fit, not the other way around.

And yes, for "tram hub" you are supposed to use 2-3 "big tram stops" with sidings (so other trams and vehicles can pass in the meantime) and divide directions. Also trams are usually filled on the way in multiple stops instead of one central one and in Slovak/Czech cities in city centers they are spaced out 300-400 meters on average, with dense areas having stops closed to 250m avg. distance. If you provide such network in your city, it would work better (and keep in mind that avg. tram stop can hold 2 trams at one and stops on crossroads where tracks go to different sides have multiple stops present).
I replaced the frequent stops with workshop stops for 400 waiting passengers. Now I can get three car tramsets full and running. It is the maximum viable capacity (~250 workers) one tram can carry. Anything more and I need to build a railway or metro. Workshop saved the day and made the trams operate on their real-world capacity limit. I am happy with the current situation, the trams really work as intended. The stops are pretty close, closer than in real world.
