Report a translation problem
When you are ready there is "construction offices assign tool" on the left menu bar that can help starting construction of whole areas.
Under Terrain tools you can also find "copy area" tool which can prove very useful in making symetric places. Also mud roads and walkways can be used as planning helpers.
Mud road can also help set the direction of start and end of a road piece to draw perfect circles etc.
And some less related tips: F1 can toggle snap to grid. F4 toggles near snap which sometimes can help place things. Hold ctrl for fine building rotation. Annoyingly normal rotation can skip steps ending in different amount of rotation at times so using "ctrl" is the only way to be sure buildings have same rotation.
Building accurately is not easy and takes time to get a feel for, so gl!

If you have both auto-build options un-ticked, you can plan to your heart's content and nothing is built. When you're ready, you click the rubels or dollars button and then click/drag to mark an area where your plans should be built for cash. No need to pause the game for that.
