How do I get underground heating pipes?

Just starting out, and I'm trying to build a heating plant, but the pipes are always above ground, which I've read are a no-no since they lose heat in the winter.

I could've sworn I saw in a video just cancelling construction then picking it again had a chance to give you the underground pipes, but that doesn't seem to be working for me now.

you can build underground heating pipes
It is the same place where you found the above ground heating pipes.
Try to hold the mouse above the heating pipe icon and there should be some help text that say what is what

ps. i dont think the above ground heating pipes looses its the same if you use them or the one below ground. The only difference is that the ones below ground is more expensive i think.
