Unstable Wattage
There's this little substation at the edge of town that cannot hold a stable wattage whatever I do, and I don't know why. The consumption is at 66% so it shouldn't be overloaded, right? It's only powering 3 buildings on it's own (the rest in range are covered by redundancy), and I've tried switching to a higher-power cable. I'm at a loss.
To describe the effect: the meter keeps flickering from ~0.5mW to 0mW, constantly.

Which meter? MW is a measure of power, and that is perfectly fine to fluctuate so long as the voltage (should be ~240V) is constant.

The building has nothing to do with the fluctuations, it's in your power grid...use the power overlays to figure out if your network is overloaded or if you have some power deficiencies from your sources.

The wattage meter, and the voltage is constant

So long as the voltage meter doesn't fluctuate wildly, it is fine for the wattage meter to vary a bit.

But the power is flickering, as in the lights are flickering. I'll check if the voltage varies at night
Edit: Yes, the voltage goes below 240 then plummets

Welp, my spaghetti city came back to bite me in the ass after all. I had to up the water purification, and upon destroying my old plant, the power problem fixed itself.

Unstable wattage can be caused by two things. One is your power plant doesn't have enough workers and isn't sending enough electricity down the lines.

The other cause is factory surges. There could be a big factory sitting idle until it gets a delivery of materials. Then it surges like crazy for a few minutes until those materials are depleted. The solution is to reduce the number of workers at a factory so it never sits idle and consumes the materials at a slow but steady rate.

Electric trains and certain un/loading facilities can also cause large power transients too.
