workers don't go to build footpath
happens with very small footpaths inside my city, there are thousands of workers next to it, it's in high priority, workers are available, gravel is on site, access to site is cleared,..
It will only be built when I bring workers from a CO.
Seems to happen with small pipes pieces too, but I'm less sure about the accessibility (workers are available to the connected building though)

You have to transport the workers by bus to the footpath through the construction office.

Random workers from nearby areas can build buildings only. They don't come to build neither roads nor footpaths. Those are made ONLY by COs, and that's intentional.

They changed it. If i'm not mistaken the issue was that the footpaths were sucking too many workers nearby. But now that we can set the default workers number to a very low amount, i wish we could have the old behavior back.

Do you mean that footpath can be built by workers walking there?
That would be new to me.

BTW, would be avesome to have separate settings for total workers and workers outside of CO, regardless of construction type.

It was possible in some very early builds, but due to unbuilt footpaths eating up workers it was changed so that now only CO buses can get workers to footpaths and roads.

I was there, 3000 years ago, and yes, it was one of the first "city killers" with paths - you just placed them and suddenly there were not enough people in shops, culture ... anywhere, everyone was hiding on these sites :D

TBF, I almost thing that with current pre-settings of "workers without CO" they almost can bring that back ;)

indeed, we can now control it, so it could be now like it used to be. Just set "workers without CO" to zero or five, and handle it manually if necessary
