Refinery - pump - 1-3 oil tanks connected to the pump.

When you want to empty the oil tank example to a train.
Connect 1 oil tank directly with a pipe to the train oil station via 1 pipe directly from the tank to 1 input in the train oil loading building. DO NOT use a pump, it need direct connection to see how much fluid is in the tank els the automatic rail distribution logistic system will not work.
Also czeck if you connected to the tank input, not output (click on pipe building menu to see free outlets, there are 2 inputs 2 outputs)
Another weird thing about this game: sometimes it tells you: you need a pump, sometimes it doesn't
