You can send the truck straight to the customs to get rid of his current cargo. After that he will pick up hazmats.
Your screenshot shows "hazardous waste" which is actually over 50% construction waste, so I am guessing you have been dumping construction waste in there along with the hazardous waste. Your garbage truck has a chance of picking up some of the non-hazardous waste, after which it will not load any hazardous waste, if it had orders to load only hazardous waste.
The short term solution is to order your truck to load any waste without specifying the type. Though eventually, you will want to bring it straight to the processing plant/border post without using any intermediate dump sites, especially sites that hold non-hazardous waste, since hazardous waste is the most expensive type to get rid of. You'll want to avoid contaminating any other waste with it, since that leads to higher processing/export costs.
