and the building need to have road or walkway access.
If they dont want to build then that is typical the issue.
Also if the powerlinesa are yellow that means you did not yet press the construction button, this button is in the right side of the screen and look like a small building, and you can expand the window via a + button for more info such as the construction costs.
the reason is the vehicles drive to the building and then from there build the power lines.
( either a road connection or a walkway connection is needed )
A tip.
If you start with the power lines that are closest to the border then they will build from that direction.. that way your vehicles can save some time driving a shorter distance with the materials ;-)
If you are trying to extend powerlines then check that you are building the correct ones so they are the same type and look the same els they wont connect.

Anything in planning mode appears white.
Once the order to construct is given with the button at the bottom right, everything to be built appears yellow.
