Im in the market for gpus atm as well, and around that price point and up you get what you pay for pretty much. As for picking brand for future proofing we are kind of in a crossroads, both sides can crash and burn or turn benevolent suddenly. Personally im getting 4070ti since with the volume nvidia is selling its probably safer bet (as much as it pains me to perpetuate monopoly).
@ling.speed... Thank you. I currently have a Radeon and have tested that there is not much difference between Windows and Linux in WRSR, which Radeon can't fully utilize. I suppose with Nvidia there will be no difference between Windows and Linux. That's why I'm also interested in GPU utilization in game. Or if anyone hasn't encountered any problem in Linux. I'm trying to get the information as specific as possible for WRSR, because we can't find these strategies in the reviews. For my other strategies, I know they are playable fine on weaker graphics and run better on Nvidia cards.
I was also considering the RTX 4070TI, but the consumption is already high from my point of view.
My CPU is Intel 12700F (with DDR4 RAM).

Personally I would recommend getting a cheaper card unless you really need a more expensive one for some reason
never notised the fps but more than enough. ;-)
I dare to say that cheaper cards can run this game perfect as well.
Example a 2080rtx or 3080rtx or an even older 1080ti card.
But, I do get 2560 x 1440 with most of the settings on high and medium. I only have a 1070ti. So far, I haven't had a city more than about 6,000. I think this will slow down for me eventually. We'll see.
I am aware of the limitations of CPU threads in this game. That's why I wanted to learn the experiences of users who have the card.
I'll just try Nvidia this time and see if it was a good or bad choice :)

It ran this game worse than my 1080Ti it was replacing. Not just this game but there were issues with others. I spent a couple of weeks trying to make it work, in terms of stability but mainly performance.
Eventually I have ended up with a RTX 3070, I have changed that one since.
Even though I really wanted the AMD card to work, hence buying it, it was far too temperamental and erratic. Working with the AMD forums etc did not help, apart from encourage me to refund it before the returns window expired.
Indie titles and perhaps some AAA type, seemed to work better for me with an Nvidia card.
A decent CPU helps this game, to a point, as much as a reasonable GPU.
I was "investigating" the experience of a specific game here, which actually decides. Probably already happened :)

And play with stable 60fps no problem (I have 60hz monitor) before I have reach about cca 50-60k population, after that especially in bigger cities it goes around 40+ fps :) When I look to smallest area, it is back on 60.
So I will try to not exceed 70k because that would make a game runs 30 and that it is especially on trains visible and not so smooth. This game is not much made to having 100k population.
Overall, how is the stability and performance for you in this game using Linux? Which distribution you use?
I do remember a thread that suggested Windows users of an AMD card, in particular the latest series, can have stability issues
@Vimes... About a year ago I installed Windows 10 to see the difference in FPS and stability. It crashed incredibly often with Radeon. Then there was a driver update and it got better. FPS were only units higher in Windows. There have been such reports in Linux too, but "with us" it is an inappropriate choice of distribution (new HW needs new SW, yet a lot of people try "stable distributions" which often get new SW only in future versions = when the HW is older)
Nowadays on Linux the problem is sound if, paradoxically, you run a game in DX11.1 and it crashes occasionally (1-2 times per "gaming afternoon"). The DX11 version works without crashes, just as it should, however the FPS are slightly lower than for DX11.1. About 5-10%.
On my gaming PC I always have a rolling distro and since 2019 I have a clickable Manjaro Linux. Even after 16 years on Linux I prefer clicking. I play in Manjaro with "Steam native" version DX11.1. Valve didn't choose Arch Linux as a chassis for SteamOS just for fun ;)
