That cooling tower itself generates 15t, so yeah... I think it would be ok.

When people get less old, it just means your population is younger, and your population growth is somewhat slower. But as soon as you have "generation equilibrium" (all age groups evenly distributed), it is not a problem. Shorter lifespan means less young people have to escape your republic due to lack of homes.
