you dont have too. if it is really bad and people cant get essentials(food, heat, water), stop all construction jobs and imports except what is directly needed for your people to survive. Maybe even consider scaling down difficulty settings temporary to get back on track(disable water, fuel for example to reduce need for imports)
when people are no longer at risk, build a storages needed to supply people with what is needed(food, heating, fuel for transports), after that build a few more storages to import construction materials, and proceed from there. If possible, try to import construction materials in another way(boats, another customs office not too far away).
You can also install the improved customs mod, you dont need a new game for that and it helps a lot.

Build free aggregate storage for gravel. Build free open storage limited for steel, prefab panels, bricks, and boards 25%/25%/25%/25%. Build at least one free gas station (seems to be a related traffic issue, they'll only use the first, closest one made available). Build 3 free distribution offices, buy vehicles and assign them to the ports and these resource depots. Give it a minute, and make sure to set them above 30%. I use 90% initially. They're only allowed 3 vehicles, so I do one for each resource. Then build your construction offices. Your construction offices use the local resources for everything but Workers, Electrical and Mechanical Components, Concrete, and Asphalt.

Better beginnings: I reroll the random map until I find a map with all the resources I need in map borders, close, and very near two "Large" Customs Houses. I insist on Large because you can't buy the EDK-300 from anywhere but a Soviet Large Custom House. Building railways with anything else is just torture. I build my mud road construction city in-between the two, I even measure it out. I create a bisecting road at that midpoint and build my construction city around it. 3 construction offices, 2 distribution offices, 1 aggregate storage, one open storage, and one gas station on each side. All the free type. Maximize construction, minimize customs traffic. On each side I put 2 buses, 2 dumpers, 2 open hulls, one covered hull, one crane, two cement mixers, one asphalt paver, one excavator. I build the 7th free construction office anywhere with 2 bulldozers and 2 rollers. I assign the distribution offices on each side to fill the resource caches on each side of the meridian I made from the nearest CH. Construction offices just use them for workers, concrete, and asphalt.

Also, never feel bad about rerolling a map. You aren't going to feel better after spending 10 IRL hours accessing your first oil or coal. You will when it takes an hour. I use CH and resource placement to pick maps. If they were legit game mechanics, resources wouldn't spawn outside map borders, CH types wouldn't limit track builders, or CH types would be guaranteed in each seed. I've had many maps without any large Soviet CHs. Additionally, Realistic Mode can be toggled on and off. I now just build my initial construction office/resource complex with realistic off, then use the proper construction offices after in realistic mode. It's just a shortcut for hours of predictable nonsense.
