So no matter where you set the limit for maintenance, the building must be closed down and reconstructed eventually?
This means effectively there must be at least two of each service building in the towns, and a bunch of spare apartment houses for evacuations when the regular ones get maintenance.
Tricky!
The buildings take a hit to productivity when they are reconstructed so you don't need to double capacity just make sure your buildings (ie shopping centers and day cares) are not at 100% capacity. Factories will shut down when machines are being replaced although this does not effect heating and electricity plants.
