Biological waste
How to get it.
I saw, that there is a composting plant. But it need biological waste as input.
The sorting plant, can't output biological waste.

Is the only way to get it, when the citizens sort the waste by themselves?

Put stand for big garbage containers and select filter for bio wastes.
Some places that generate bio wastes:
- cow ranching
- food factory
- destilary
I'm not sure but you can research also sorting for small containers for residential.

OK, then I have to buy fertilizer from the border for now.

Solid and liquid fertilizer are two different things. You can use one kind of both
Solid is used during sowing and liquid is sprayed when tracktor goes second time on field.
I would treat solid as addition, bonus from wastes separation.
