How to load vehicles on ships with space for them from sea border?

I've sent Ighnatov ship to load vehicles on the soviet sea border and bring them back - but the ship does not load the vehicles I've purchased there. Ship just sits in the port and does nothing, and if I remove 'wait until loaded' it just goes to another stop.

There are a lot of vehicles there (and different ones) but still does not want to load. Am I missing something?

Two reasons I could see preventing the ship from loading:

• Vehicles cannot carry other vehicles and goods like steel or food at the same time. Ensure the ship is empty before sending it to pick up vehicles.
  
  Trains can carry vehicles and goods at the same time, but individual wagons can only have one or the other.
  
  
• Vehicles and containers cannot be loaded unless there is another stop in the carrying vehicle's line where vehicles could be handled at (the actual stop settings don't matter, just the facility's capabilities and whether the vehicle stops there does).
  
  If your ship has a stop at a container harbor or at a cargo harbor with a space for vehicles attached by a factory connection, then it should be able to load the vehicles from beyond the border.

It should - I tried using pioneer mod for those free offloading harbors in order to try island map on realistic settings. Will try container harbor just for the sake of testing.

The building I use is the small vanilla vehicle storage.
