OK, so I got my construction office and the first Low Quality Rural Flats right next to the customs house, but the construction gets stuck on "Groundworks" phase showing 84 Workdays, but I have zero workers and no clue how to get them in. There are multiple "Foreign workers" waiting at the border, but... how do I get them through the border and into my town?
Those at the border are foreign labour only and they don't move in, you can just set them a source of workers on the construction office. To get people to move in you need to invite them in after the building is done.
pro tip: use CTRL for fine adjustments also makes it so it doesn't autoconnect anything when placing the building down.
also pro tip: given you both are starting, water and waste management are big hurdle to setup up, but you don't need to have everything setup from the get go, you can get water and send waste to the border as well. And something I wish I knew sooner, both water and sewer wells can be served by trucks alone, so if you have the appropriate truck in a technical office, they go empty the sewer well instead of having to go service each individual building.
Had to buy Gas station (free), Distribution office (free) with an oil tank connected between customs house (load fuel) and gas station (unload 100%) and finally: in the Construction office I had to buy a bus - this unlocked the construction that was previously stuck.
