Later on you should be covered with your own people.
If you have a town or village you can check if birth kicking in. That means your folks are ok.
When you build a second city make sure you uncheck the box of allowing people to move in.
Only when the town is ready you can check that box.
( By clicking at the townsname you can allow them to move in in that area.)
Have in mind that people aged 21+ living with theis parents will move to another house.
They can move into any free house all over the map.
The 21+ers won´t stay forever.
Up to a certain age they wait.
If they won´t find a home they will escape.
After some time you won't be able to keep up with building new homes.
That is the time when it becomes normal that a few people escape.

Yes, please! Also it could mean we could set if we allow immigrants in to steal our jobs, or we keep the border closed. Vice-versa, you could let the unhappy fellows leave, or decide to keep them in like in proper soviet republic, then theyre unproductive, prone to crime, etc..
What about sending your workers abroad for cash? That might be a way to generate some income
