In reality i think they will not often use 3 signs on one sign pole - with the exception of text undersigns - as that will quickly be too much to process for drivers. Though i know in some countries they have done exactly that : put up a dense jungle of signs you can't possibly read all. It's easy for corrupt police to fine you on trespasses you could not have helped then :-)
What i would like to see added is a sign "only export" to make trucks earning you money by selling at customs have priority at customs and can queue on a different road then other traffic.
You already can exclude busses, trucks, trucks with trailers, vehicles over 7 t and such but not give priority to the ones getting money in.
I think signs should be able to be placed above certain lanes, to apply restrictions only to a certain lane.
For instance, a "minimum speed limit" sign could be placed above the left lane, to prevent slow vehicles from driving in that lane. https://imgur.com/naGZzEm
