How to make people happy?
in my city they always unhappy , i dont know how to make them happy , plz tell me sth

for example:

22% happy with :

98% food
69% health
?? loyal
1% alcohol
43% culture
62% exercise
60% faith
90% cloth

I think the problem here is loyalty. If people are disloyal, their happiness suffers, regardless of whether the rest of the needs are met, which is somewhat... irritating, I'll admit.

To make it worse, this also happens if you disable the crime & justice system.

What you need to do is build some monuments around your city and things will go back to normal.

Give them electronics and meat in shop. Loyalty is 2nd thing you need to boost with radio propaganda. Why low health? Set easy citizens difficulty if you don't want to play with Loyalty. 100% Productivity is 90% happiness and 50% Loyalty.

That health figure is *awful*.

Mouse over some residences to get counts of residents with various unmet needs. Every one of those is a hit on happiness and loyalty.

Maximum happiness requirements:
  • All recent needs met or replaced by attractions.
  • All utility needs met (heat especially; can't be happy if you're dead).
  • Loyalty is at 40% at least.
  • Housing quality is at least 80%.
  • No crime problems
    (criminals and ex-convicts moving into their apartment building lowers happiness).
  • Not stuck living in a dorm or with parents.
  • Health is okay (80% at least). Keep pollution away.
  • Not relocated to another apartment recently.
  • Not recently unemployed (lowers happiness and raises criminality)
  • Not traveling too long ("5 hour" limit).
  • Not going to church (lowers loyalty)
  • Consuming alcohol (boost to happiness, at cost of health).
  • Probably some others I am forgetting.

You can ignore some or a lot of these on lower citizen reaction levels.

You need Secret Police to know peoples loyalty, then you need monuments, radio station and later TV to increase loyalty. Increased loyalty also increase productivity.

put some red stars near residences that should bring loyalty to %33 :> and then check figure again
