Keep in mind that water consumption (and thus sewage generation) will rise spectacularly if you supply water by a pressurized (i.e. has a pumped supply) water station. Water by truck is the cheap option.

If you want to minimize your citizen's water usage, deliver water by truck. When you are ready to graduate from trucks to a pipe system, upgrade your sewage system first so sewage doesn't pile up and pollute the area.
